Council Parking Notice

Afternoon All
I have had a look through a number of posts in the forum to check I'm not repeating a previous query, but don't think so..

I have received an Excess Charge Notice from East Dorset District Council, due to having an invalid parking permit.

The envelope that was stuck on the car windscreen, which contains the printed out Notice to Pay, has an incorrect registration number; the warden has entered a J rather than a Y in the handwritten VRM box. Its not a case of bad handwriting either, as there is another J in the registration number.

The Notice to Pay Excess Charge enclosed in the envelope, however, does have the correct registration number, and the other details are also correct.

I've read that incorrect details on the Notice to Pay can invalidate the charge, but I cant find anything that relates to incorrect details on the outer envelope (which also is used as the pre-printed envlope to send Payment Slip back in).

Does anybody have any comments on the validity and form of an appeal, or am I liable to pay?

    Regret but I think that its a pay up job as (afaik) the next stop is magistrates. Excess charges are normally from a criminalised system compared to a normal decriminalised. Wait to see what others say but the envelope is not important in the scheme of things.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    Sadly, if the Excess Charge itself is correct I don't think you have a case here. And even worse, Excess Charges have a minimal or zero appeals procedure compared to an ordinary PCN and can be referred to Mag's Court, ultimately.

    See what the ticket says about appeals and try it - but beyond that, then pay it.
