Photo editing Program

Does anyone know the best program for 'touching up' my digital photos??

I want to add effects such as cutting an image and pasting it onto another image.

Also, to get a photo to look like a painting (I've seen it before but can't remember what program it was)!!!!

    Has digital camera noise reduction which does a great job on making already clear pics even clearer.

    or Adobe Photoshop CS2.......not as easy as PSP9 but even more can be done with this!

    I use photoplus 6

    which is free

    But I restored my computer recently and haven't re-installed it so I can't check if it can do the paining thing you asked about

    Paintshop pro 9 too, been using it since version 3, great program.

    For a free easy touch up program, and viewer try Picasa 2 as Mr Skint as said.

    Adobe Photoshop Elements is good, as is PSP 9. Both cost about £60 IIRC, or you could get the GIMP, which is free.
    Beware The Look, in all It's forms.

    I think the only program which supports layers which would allow significant control in the cutting and pasting of 2 images together is the GIMP mentioned by Quonous. It really depends what exactly you're after in this C&P job as picasa does allow you to create montages if that's what you're after. If on the other hand you're after a double exposure effect then the GIMP is your only free choice (that I know of)

    Adobe Photoshop Elements is the most frequently recommended image editing program for more casual users that I know of. It has a best buy award from the following magazines:

    Digital Photo Magazine
    PC Pro (https://www.pcpro.co.uk - see A-List section)
    Personal Computer World (https://www.pcw.co.uk)
    Practical Photography

    and i'm sure other magazines will recommend it too.
