If your house was becoming structurally unsafe the council could get a court order to force you to either repair it or demolish it, and if you didn’t they could do it for you and make you pay

This is probably a slightly controversial one, but what if the neighbours were willing as a group to to come together to do, say, some gardening or tidying up to improve the look and feel of this house and your street

Establishing whether the property is registered and if so to whom is a starting point - check our online FAQs as you may be able to search online and identify the ownership details. There is a fee but if a single property then it would be as little as £3.
You refer to the owner dying in 1992 so you may of course already be aware of who the owner is. As Raksha states the owner may have died intestate but you can check with the Probate service and one of their registries to see if a will was recorded and probate applied for.
If they have died intestate then bona vacantia is a factor and you can get more information on this from the gov.uk website“Official Company Representative
