Can Memory Sticks Be Re-formatted?

Hi
My son has put a couple of brand new memory sticks into his xbox to save some games on. It didn't work but when we put the memory sticks into the laptop it reads as full when there appears to be nothing on them.
If they can be reconfigured/formatted, can someone tell me how I can do it?
