Opinions on my own credit card shuffle...?

So I have...
Credit card A (Barclaycard) with limit of £2000 and an outstanding balance of £650
Credit card b (Capital One) with a limit of £200 and no outstanding balance
Credit card A are offering me a balance transfer deal of 0% on balance transfers up to £1000 until July 2014 but this is also the only card i have a balance outstanding with. Would it work if i did a £700 balance transfer to credit card B effectively putting it massively in credit and then withdrawing the overpayment as cash and using it to pay back credit card A's original balance leaving just the new balance transfer remaining?
Credit card B charges the same interest on cash as it does purchases - but would interest even apply if its in credit before the cash is withdrawn anyway?
Can you tell credit card A which part of your outstanding balance you want your payment attributed to? ie the old purchases balance not the new balance transfer balance?
My credit rating isnt that great so i doubt i could apply for a brand new card that would give me the balance transfer i need.
Thoughts ans suggestions on a postcard please...

It's against the t&cs to put a card into credit.
But if you did a BT to credit card B, it would put it into debit, not credit. So not sure how the rest of your plan would work anyway.0
