SS referral question

If anyone has seen my previous thread or posts regarding my wonderful neighbour, you'll know who I'm talking about.
If not, then brief facts are that after some trouble with her, she has been trying to torment me (unsuccessfully). I was worried about her son when this all started, as she calls him a b**tard, f and blinds at him, all the words under the sun you can imagine.
I figured perhaps she was just having a bad day or so the first time. This seems to be not so. Since we had a face off with her re instructing him to kick the ball at our house, I've heard her daily talking to him the same way. I say talking, she screams at him for the most minor things (for example if they're playing football and the ball rolls past her, she will wail on him using the most incredible expletives).
I'm quite worried about the lad to be honest. The problem is there's no evidence of any other sort of 'abuse' or mistreatment. He has a full football kit etc, seems well kempt. She refuses to take him to the park behind us to play football, but takes her dog there every day without him.
Is verbally abusing him in this way grounds of an anonymous referral? Or does there need to be real evidence of neglect? It sounds a bit petty referring her because of it, but I've never heard an adult speak to adult the way she does to her son.
I'm also a little bit worried she would sort of guess who it is and what she might do duly, although I have noticed recently that other neighbours have been having issues with her football (One has erected a full on fence around his front garden thanks to it almost smashing his front windows!)
Shall I just keep my nose out of it?

A child subjected to a daily course of abuse, whether verbal or physical, may have emotional developmental problems in the future and suffer for it. With that in mind, I'd make a report. Maybe nothing would come of it but at least I'd be trying to do something to help the kid out, and perhaps society as a whole, and at the least, it should ensure that something is placed on record that a report has been lodged.
Should the woman start trying to take anything out on me, I'd tell her I didn't know what she was talking about and refer her to the penalties set out in the Protection from Harassment Act to deter her from continuing.0 -
Having heard the way some parents speak to their children it is normal for them.. us decent people are disgusted by it but to them it is part of every day goings on.. Yeah, I can and do swear but using such language at or to a child seems bizarre even to me. It is usually not even noticed by the children if they hear it that often.
So no, I wouldn't ring.. mainly because if I started with one family I could probably list a whole string of families for the same reason.

I think I'd rather have a cat lady running and swearing after her kitties with a broom than this dragon!
Well this is the thing, she seems to think saying the F word every two seconds is normal. When she 'talks' at us (optimal word 'at') it's incredibly foul, but we're not intimidated by it in the same way if a normally decent-speaking person started swearing at you (and then you'd know that they were losing it).
She can say what she wants to me, but I feel sorry that her lad will grow up thinking it is totally normal. Can you imagine him going to get a job, walking in the room, "What are you best qualities?" "I think I'm very f**king good at f**king Microsoft f**king Word."0 -
