Hi
Just received a PCN in the post for a contravention: 62. According to the notice, the traffic warden was in the process of issuing a ticket when I drove off. Should I challenge and request photographic evidence?

Sounds like a council ticket so you of course need to challenge it. But can you just confirm its penalty charge notice before further advice is given. ThanksWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Yup - Many councils now have the extra legislation in place to let them issue tickets for drive-offs and via CCTV. So that old chestnut does not apply anymore.
Photo evidence is the bottom of the evidential chain here and normally only admitted to clarify minor technical matters, so there is little point in demanding it at this stage - Ther is a lot more cruical stuff to be considered first.
You still have all the normal routes to challenge this and if it is a council ticket, Pepipoo is the best place.0 -
I can confirm the notice received in the post is a Penalty Charge Notice and I can also confirm it was a civil enforcement officer who "observed" the vehicle. Doesn't TFL have to prove the car was parked illegally?

They do indeed but the paper trail involving the patrollers contemporaneous notes and the record of the ticket issue machine, the ticket itself and several other formalities all carry much greater weight and must be all present and correct before they will even look at any photos - and if any of them fail, no amount of photos will help revive the case.0
