TBH, it probably happens more often than you think. The biggest problem, admittedly as someone who use to do motor claims, is that many people over estimate the value of their vehicle.
Even knowing this when I went to trade my car in and saw the CAP and Glass' guide prices for it I was surprised how low it was -v- my expectation.
