Erroneous Parking Ticket - who decides?

I was astounded to return to my car on SATURDAY to find I had been issued a ticket for "parking in a restricted zone". I had carefully checked all the restriction signs before leaving my car there, and they all said that restrictions only applied from Monday to Friday - absolutely NO mention of Saturday. There WERE restrictions on Saturdays for the other side of the same street (how confusing is that?), but NOT where I had parked.
Fortunately I had my camera with me and took plenty of pics of the signed and my car, although it was several hours after the ticket had been issued.
Of course, I have challenged the ticket, and am 100% certain that I am in the right and that the parking attendant needs both an IQ test and to go to Specsavers - but this was in EDINBURGH - and I send my appeal to WORTHING? What on earth do they know about our streets of Edinburgh?
And who pays for all my lost sleep, writing the appeal letter, ink, stationery, stamp, etc?

All very well, but who issued the ticket? who is it asking you to pay? From the Plain Language Commission:

Lost sleep? If you have been ticketed unfairly I can understand it being a pain but it's hardly worth loosing sleep over.0 -
Mr Scrooge, without saying who issued the ticket, there inst much more that can be done to help you. From the Plain Language Commission:

A quick google shows that Edinburgh PCN's are outsourced to Worthing:
