Item not received

A buyer has just opened a case today. Apparently he did not receive the item I posted nearly 4 weeks ago. I have the POP with me - I posted another item to another buyer at the same time and that has been received. This is the first time it has happened since I started selling on ebay some 10 months ago so I guess I have been lucky.
I am not sure what I should be doing now - I do have the POP but how will that help? It is a small amount -£3 including postage. Which one is the tracking no on the POP - the one which says session Id???
Is there anything I should be doing before I refund the buyer? I have been wondering about POPs for a while now - are they worth getting for small amounts? Twice I have been to the PO, seen the size of the queue and just come out without POP and posted my letter in the post box.
Any guidance will be appreciated.

    If you didn't pay for tracking then you have no tracking to send buyer, a POP is just that 'proof of postage'.

    You will need to refund the buyer now and the use the POP to claim your losses back from Royal Mail.

    No I didn't pay extra for tracking - just the free POP. So how do I claim anything from RM - any link to guide me?

    I suppose I will not get back my FVF or paypal fees?

    I'm on the wrong machine here, but I'm sure someone will link you to an RM claim form that you can print out. Alternatively ask at you Po for for one. Send that with a print out showing the PayPal refund, the eBay sold page and your POP )keep copies) and you should get a refund If item was allowable.
    However before doing that refund buyer in full by clicking on refund button in PayPal transaction page. That wipes out your papal fees all bar 20p.

    Then Ask buyer if they will agree to a mutual cancellation to recover your FVfs. If you have refunded promptly then buyer will probably agree.

    Thank you soolin for the advice. I have refunded the buyer. How do we do the mutual cancellation? Not sure how to go about it?

    When RM lost 5 of my packages over Easter, none of the sellers asked for mutual cancellation... they all just refunded. I wonder why?
