problem attaching tags to some jpgs

When adding tags to images (Win 7 machine, using Windows Explorer, images are on the hard disk) I'm getting an error message on certain .jpgs and can't attach the tag. Any tag. Error message is 0x88982F52: no error description available. I can add more tags to other .jpgs after I've had the error message, the problem seems to be with the individual .jpgs (thankfully not a large number of them).

I've rebooted, run a virus scan, defragged, windows update has everything up to date. There's hardly any difference between images I can tag and images I can't - same location, properties, similar size. I've tried tagging a copy of a problem file, no luck regardless of whether in same folder or elsewhere. I've also tried re-saving a copy and I can't tag that either. So it's presumably something about the file but what? I can't try a re-upload because now deleted from SD card. Any suggestions or do I just accept that for some mystical reason there are certain photos I won't be able to tag?
