    The fact that you offered X, were told there was an offer of £2.5k higher and immediately matched it would make anyone think that you had not yet reached your limit. The other offer may not even exist, but if it did then the fair thing to do would be for the vendor to go with that one all other things being equal.

    So it is hard to see how they are messing you about - at worst they are trying to extract the most out of you that they can, and you are doing most of the running there.

    Since you're already in doubt if you want to proceed, perhaps best thing would just be to make clear that your most recent offer is your final one and is still on the table and then leave it alone for the week that they said they would take, see what else is about.

    Either their other offer is genuine and proceeds, it fails and they come back to you, or it never existed and they come back to you.
