One of the reasons they are cheaper is that they have already "owned" by the garage, they don't come from the dealer directly to the buyer. You get a better deal becasue they have been sitting at the dealers for a while.

I have a company car, always new but still comes with delivery mileage as, unsurprisingly, that's the mileage in delivering it.
You might be referring to pre registered cars, which are frequently end of line or similar, or potentially ex demonstrators etc.
As I said before, you can't really compare savings against the,it's price as no one pays the list price, though inconveniently its used to calculate taxable benefit on company cars, though you'd pay several grand less by walking into a dealership.0
