Leaking roof been ignored

Hi, basic outline:

Own a flat with freehold and pay management fee monthly, Bad rain and weather at the end of 2012, roof started leaking and this was only noticed when the walls started getting mouldy, went into the loft and leaking was been made, put a box under to collect and rain water, although not all rain is been collected so damage is still occurring, this room is uninhabitable.
Multiple emails and conversations have been with the freeholder, they sent out their repair man to look at the roof who did a temporary repair, which hasn't solved the problem, water collections on a typical rain fall during the day is about 6 Litres..

Emails have been sent to him but not getting a reply from them regarding the repair to fix the leak and also to repair the damaged wall and ceiling in the room, they have said they're getting a survey done but nothing has happened for months, 6 litres was collected about a week ago so the problem is on going, and this has been told to them again and again by email.

What should we be looking at doing next, seeing as though the freeholder is not answering emails to our satisfaction.

    Write a letter of complaint, quote the obligations in the long lease. Also try Environmental Health at the local council, noting the damp and mould.
