PCN in a CPZ (no yellow lines/signs) - with photos

Hello guys, I've come here to ask for your help. I would like to appeal to a pcn I received through the post on Friday.
Last Saturday we parked in a layby next to a Weatherspoon pub to have a meal prior to parking there we were parked in Asda across the road but as our ticket is nearly out of time we decided to move it. Before moving the car, we walked first towards the pub and looked for signs/yellow lines but there wasn't any so thought it would be fine to leave the car while we grab something to eat.
Didn't really realise it is a controlled zone now as they made some changes to this road. This layby is next to a park and the pub and further up is a leisure centre and a college. I've never parked there before as I knew it was restricted (there were lines or signs). IMHO they have made a right mess and the road is completely unsafe as there are no lines on the road. If you drive there at night you'd be lost if you're unfamiliar. They took out the traffic lights and crossing which was heavily used to get to the park on the other side. There is no safe place to cross so it's only a matter of time before an accident occurs. They made the previous roundabout smaller and closer to park, so someone could easily mount the kerb towards the park. It's not even marked (ie. signs, no give way lines) no one's stopping to give way.
We went back there this afternoon and took some pictures. I will be printing them out and include with the form in page2 of pcn. Am wondering if I stand a chance and my evidence is enough. I tried registering in pepipoo and I can't seem to see where the security code is, am using my old desktop pc. I've been reading up to see if I have a similar case.

    Should have stayed in the Asda car park - BIG MISTAKE to move just because the so-called P&D ticket there was expiring (unless the Asda car park is also run by the Council, which is very rare). A private parking ticket can be ignored - but a Council one is real so it's a big mistake to move out of a Supermarket car park where you were perfectly safe to park!

    Anyway you need to appeal this - unless you want to pay it at the discount (your choice). I would always appeal a Council PCN, and in your case would start by looking on the website of the Council to see if they link their Traffic Orders on the Penalty Charges page. You'd need to look and see if they have DFT permission for a controlled parking zone (CPZ) with no lines. They need authorisation for this unusual set-up and sometimes Councils fail.

    If the Order is not linked on the website then email the Council for it or pop into the main Council office and get a copy. Check what it says about this CPZ, look at attachments and any DFT permission.

    ...it's not just about signs, also about them paying regard to the guidelines which say that a camera-issued PCN should only be appropriate as an enforcement system for parking PCNs, in places where using a CEO on foot is 'impractical, difficult or sensitive'! Read the link to see.

    Did some more searching, found out more about the area we parked on the councils website. And the local facebook page too with people complaining about the new shared space scheme.

    Found the TRO and penalty charges but still looking for the rest of info about using a mobile camera unit to issue PCN. I understand there should be a sign to warn drivers that a mobile cctv is enforced?

    What security code?

    If your PC won't show the security script, just click on 'tools>internet options>security' and make sure you have 'enabled scriptlets' and 'enabled Java caplets' (something like that..!). I just did the same in order to see the Code for my DD's student finance application; we couldn't see the Captcha code there at first.

    Anyone can register on pepipoo and that's the forum you need to be on.
