Lack of planning permission

My friend is looking to rent a flat and has heard about one which would be perfect.

History - the house was originally two flats but in 1970's it was converted into a house. A year ago the house was sold to a couple who have since started to turn it back into flats. They plan to live downstairs and rent upstairs out. My friend has checked on the local planning website and there is no sign of a planning application. The work is almost finished.

My friend does not want to rent if there is any risk of issues down the line with lack of planning permission. I thought they would need planning permission, but is it a case that they don't because it used to be flats.

    I'd be just as worried about building regs and general elfin safety.

    Renting is not as much commitment as buying.Six months min.
    If renting I think planning permission is something between them and the local authority.

    No need for planning permission if you are just renting a room within a house, but renting a whole flat would need it as you're converting 1 property into 2. Lots of Building Regs implications for doing this as well, so probably means that none of this has been considered - that's much more of an issue to a prospective tenant in terms of safety.
