It's mandatory, they HAVE to follow the BPA code to the letter! And it will kill this matter dead, so get the extra challenges and evidence to POPLA by recorded delivery and make sure the POPLA code is clearly on all the attachments with a covering letter clearly asking them to match this up with the original appeal and apologising for adding more late.
But explaining that the company has acted ultra vires by this latest demand during the POPLA appeal consideration time - and they are clearly trying to make you foot the bill for POPLA. Say you are complaining to the BPA immediately but felt you had no option but to add this evidence for POPLA to see for themselves the sort of sharp practice employed by this PPC against you. And whilst writing you are also sending more evidence to refute the ridiculous assertion now made that you must be lying and 'may have paid £14 in another of their car parks' at exactly the same time as you and your wife were catching a boat there, and you can prove it!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You can also email it to POPLA, which saves time and is their preferred method. Put your POPLA code in the email header; you will get an automatic email back within a few minutes which you should keep as this is your proof they received it.
These days most people have a camera phone which you can use to make electronic copies of the PPC documents to email if you do not have a scanner.Dedicated to driving up standards in parking0
