    Yes this is correct in line with the distance selling regulations which protect the buyer but give no protection to sellers against fraudulent buyers.
    In this case I think the buyer is being unreasonable in assuming that the seller is a crook who will rip her off considering that he sent out a replacement item even though the original had been used.
