Does anyone know should DBS is applicable for council staff, ie if they are going into disabled people homes to make adaptations. Or are they except from this and the council can choose these people themselves. :T

If you are referring to the Disclosure and Barring Service (DBS) checks (often referred to as a Criminal Records Check or similar):

    https://www.gov.uk/dbs-check-requests-guidance-for-employers

Then most Council staff working in 'sensitive' roles such as child or adult Social Services, or staff with direct access to vulnerable people are usually cleared prior to taking up their roles.

If you wish to check whether it is your local authorities policy to do this then either ask the council directly or send them a request under the Freedom of Information Act asking what roles/jobs require the checks.

They will not give details of a named individual or the result of a named individuals check but they should tell you what roles/jobs require the checks and should be able to confirm that current staff have been checked.

Many thanks Paula that is exactly what I wanted to know, I do not think LA will let me have details if I was to ask them outright, I think I may have to put in a Freedom of Information request.

I want to know if their contractors and their subcontractors are DBS checked as well as staff in their repairs and improvements department as well as housing.

I do not know why you want to know the 'details'.

They should give you their general policy.

If you have a specific enquiry about an individual then you should be addressing this issue separately by putting in a complaint (if relevant).

Sub-contractors go through an approval process but are not sceened. Employees who have contact with young and vulnerable people all have to complete an enhanced disclosure.
