NCP Station Car Park - Parking Fine

I bought a Parking ticket on arrival at train station yesterday morning. As I closed the door it fell off the dashboard without my noticing. When I returned to the car in the evening I had received a Parking Fine. Previous threads on this site suggest I should ignore it but they are not that current - is this still the case - should I ignore it or should I make contact with them and try to get them to cancel the fine? Any info helpful! Thanks.

    You haven't been fined. It's an invoice. Do not pay it, this is just a private parking company (PPC) who have no authority to fine anyone.

    Keep the ticket you paid for and (if this was in England or Wales) then either:

    - appeal and then appeal again using POPLA.

    - Or ignore the whole scam including the usual debt collector letters. They will just send the usual scary letters then they will crawl back under their stone but we actually recommend the APPEAL option, if in England/Wales and only for AOS member parking companies like NCP.

    You'll see info 'sticky' threads about 'POPLA' and the 'PPC letter chains' at the top of the parking forum, have a read. Then read any other recent threads on page one or two to see the same advice being given to everyone, and some examples of various strong challenges that posters have sent off to the PPC or to POPLA at the second stage.

    Despite this being in a railway car park the fact it's from NCP and isn't a 'Penalty' (it's a 'PCCN' fake one isn't it?!) tells us that it's not a real fine and cannot have been issued under Railway Bylaws, not in the format of a 'PCCN'. That's just a run of the mill NCP impersonation of a parking ticket.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Thank you for your advice - I have indeed made an Appeal so will now wait to see what their response is. It is a great relief that I will not have to pay out any more money to them!!:T

    Just be sure it isn't issued under Railway Byelaw 14, if it is, don't ignore it as it will prove very costly.

    Check the notice carefully for any reference to the Byelaws before deciding on further action, NCP are contracted to enforce the Railway Bylaws in some areas.

    I disagree. I have NEVER seen NCP issue a real penalty for bylaw breach. NEVER.

    They just sometimes pretend they can on their signs but then merrily issue their bog-standard 'PCCNs' which certainly do not fulfil the requirement under bylaws for a Train Operator to issue a 'penalty'. Not the same thing at all and cannot be converted to a real one later.
