On behalf of the MIL.
She got a ticket today for not displaying her clock, she parked on DY's not single yellows. Contravention was parked in restricted area 01
Does she need to display a clock on DY's ?
Mrs just told me that the pcn was barely readable so might get off on that one.

Yes she should show a clock on DYLs - as long as the Traffic Order says so (usually worth checking of course) - because the clock would have shown that she didn't exceed the 3 hours (I think) normally allowed.
But I would appeal it in a really soft way at first: 'sorry my mistake, never had a PCN before (if true) - please could you see your way clear to cancelling this PCN and I have made sure my clock is stored with my disabled badge now so it won't happen again.'
Also she could state in an introductory paragraph, what time she arrived and that she was only there for x hours. And request a copy of all CEO's notes and photos regarding her vehicle, because the lack of any CEO's notes of her car being seen there before x o'clock provides corroborative evidence that she did not in fact exceed the allowed parking time on the double yellow line with a valid Blue Badge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
