What happened? is this a ticket?

I always park outside my flat, but today I had to park a bit further back due to people that shouldn't be parking there being there.
So my car was slightly on the double yellow lines (which are pointlessly there in this case).
Well I came out to my car and there was a lady in a blue jacket recording my details, so I had a word with her and explained why I was parked there and she just continued using her handheld computer .. finalized it and just walked off. - She didn't say a word other than you shouldn't be parked here.
No parking ticket was given!
Is she from the council?
Will it come though the post?
How much is it likely to cost?

Is the car park adopted/maintained by the council and are there the appropriate legal restriction signs?
If not, then its liable to be private and when you get your ticket, you would need to do an "appeal" to the PPC, then go the POPLA route upon inevitable refusal if they are private or make a proper appeal (after taking advice on Pepipoo) if its a legal/legit ticket.0 -

it's outside my flat, parked on the main road, no signs or anything just the double yellow.0 -
Sounds like a self-ticketing operation by a scam private firm in a private road?
Wait and see what arrives and come back and show us who it's from; we can have fun with this or it may be a case of ignoring it. Certainly you won't be paying a fake PCN (and if this was a Council one it would be cancelled at adjudication for a number of reasons, IMHO).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It does let them into DVLA data - but gawd knows why seeing as the 'operatives' aren't AOS member employees, nor are they fully trained or even aware of the BPA CoP, POFA, POPLA, Equality Act, nor (presumably) have any public liability insurance that would cover this 'work'.
Combined Parking Solutions operate many of those 'systems' - and it's money for old rope as they have no presence on site at all and just stick some signs up and give the people onsite some pads of tickets and a password to upload their 'evidence'. The idiots who sign up for it even use their own cameras, excited at their new 'power' and tempted by the promised £25 'bounty' for each paid ticket. Incentive to issue lots of tickets, take pics from misleading angles and even make stuff up? Of course!
There's a POPLA appeal in hand - the thread was on this forum recently -making some salient points about this kind of operation. So we shall see what POPLA make of it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
