I think I've underclaimed by CTC - can I claim it back?

I've recently found out that I should have been deducting the SMP I've been paid from the total income. This is baby number two, so there will probably be other years I can take this off.
Before I do any work to look into this, can anyone tell me if I can reclaim this? If so, can you tell me how.
When I mentioned this to the guy at the Tax Credits office and he sort of said that it was more or less tough! Is he right?

Can someone point me in the direction of some official information regarding this "deduct £100 for time on maternity" please? It's not anything I have done and I want to read up on it before I call them tomorrow.
