Best 0% long term credit card for retired couple

Hi,
a quick question. My folks want to borrow £2000 on a year to 2 year 0% interest, bearing in mind they both retired 2 years ago what would the best option be?
Can you get a card which will let you spend 2 grand straight away and then have such a length at 0% or would they need to apply for a 2nd card and do a transfer?
Any other suggestions are more than welcome
