Had the credit card before and want promo offer with new application

I cant seem to find the answer on the forum or in the small print.
Im a regular 'offender' of using promotional offers of 0% on purchases and paying them off in full before the offer expires.
I've had a look at the MSE website and Halifax, Tesco, RBS and Natwest but over the years i've had them all. Tesco is the most appealing, but I cannot find out if i'll get the promotional offer as a new applicant? Or am I likely to be exempt as I have been a customer in the past?
My Tesco account was closed in Dec '10 and Halifx in May '07, so both were some time ago. Does this make a difference??
I hope someone can help, thanks,

If an account has been closed for at least 6 months most card companies will regard you as a new customer if you apply again.
Check the small print on the application form or on the website to be sure0 -
From what I've read, 12 months seems to be the max to re-qualify as a new customer (Nationwide is one that states this period) so you should be fine I would have thought0
