Does anybody have any advice?

I tried to reclaim my PPI back from a Barclaycard back in June 2011. I sent off the paperwork for the SAR and yet the information did not arrive. I complained and they said they would try to find the paperwork.
They told me on two occasions that my card did not have PPI attached to it (despite having statements and a policy number). Eventually they rejected my complaint on the grounds that I had positively selected PPI.
I had already referred my complaint to the FOS in November 2011 due to Barclaycard messing me around. It is coming up to 18 months at the beginning of May. Now the issue is that Barclaycard have not responsed to the FOS's repeated requests for my paperwork. My complaint is still in the system because Barclaycard cannot produce the paperwork. But this is the same paperwork which is the basis of their rejection of my complaint.
I keep phoning the FOS but they say they are waiting on the paperwork (for 17 months) and I explain that they have turned me done based on evidence that they are unable to produce.
So what do I do next?

Continue to wait for FOS, they won't allow Barclay's to stall indefinitely. Eighteen months is the typical period a FOS referral is taking at the moment.0

Keep waiting. Eventually, the FOS will rule in your favour if the bank continues to not provide the paperwork.Non me fac calcitrare tuum culi0

I know there is a long waiting list for FOS; this is not what I am complaining about. I'm annoyed because my complaint is being held up due the bank not providing the business file.
However, a lovely person from FOS has called me back and said that the bank have had long enough to provide the business file and my case was being referred to another team which deals with complaints where the business file has not been provided. They can give no timescale for how long it will take

Such prevarication is another reason the FOS queue is so long. You really are just complaining about how long the process is taking. I'm afraid you'll just have to have even more patience.I know there is a long waiting list for FOS; this is not what I am complaining about.
