Free insurance?

After many hours of searching I think the answer is no but I will ask anyway.
Is anyone aware of a car manufacturer who provides free insurance on new cars but specifically for people who have only 1 years driving experience and 0 no claims? I tried a lot of companies but cannot find anything.

A lot of them seem to be for older drivers and you need 2 years no claims already.Censorship Reigns Supreme in Troll City...0

Skoda are doing it on the Citigo sport at the moment, need to be 21-85 without many points but can't see anything about driving experience0

As with all new car incentives, the cost is just factored into the price you pay, so you'll still be paying for the insurance.
Why not just buy a 3yr old car, the money you save would probably pay all your insurance costs for the next 5 years.0 -
It is for my fianc! who is 21, had a look at skoda looks reasonable you need to have held full uk licence for 1 year so should b ok, does not say you need any no claims bonus

No mention of no claims being required but...
- Standard excess of £250 for accidental damage, fire and theft claims in addition to any young driver or inexperienced excess as appropriate

Yeah but there is the 2 or 4 years of the loan to pay whilst still getting silly quotes for the 2nd year up.
