car parking partnership fines

I work at the local hospital & pay £15 a month to park on site .Back in january whe the snow was upon us I parked in what was an empty space & went on the ward to work after a busy 8hr shift when I got back to my car at 10 at night there on the windscreen was a plastic bag with a cpn inside stating I had contravened the parking rules & £70 was required thankyoy very much. I thought someone was playing a joke as you could not see the road never mind the white lines in the bay well when I did not reply I have received. A payup or else letter stating I will be taken to court ccj will be issued & bailifs will come to my home for payment. Has anyone dealt with car parking partnership & where do I stand with this ignore it or what advice can you give me to deal with these kijers

You shouldn't have ignored it in the first place. Now that there is POPLA as an "independent" appeals process it is possible to stop this harassment going any further. We are hearing reports of people getting court papers a year or more after the "offence" not to mention the general hassle & worry of being chased by debt collectors. It's far better to stop the whole process in its tracks. A carefully worded appeal to POPLA is all but guaranteed to win once a couple of crucial questions are asked that the PPC will refuse to answer & thus the case will be won by default. They will refuse to answer any question on their right to levy parking charges or provide details of the contract with the landowner that gives them the right to levy charges &/or pursue the "offenders" in court. This is either because they don't have any such right & their threats are just bluster or that the contracts have clauses that are embarrassing to the landowner e.g. they get a backhander on each charge or that the PPC is expressly forbidden to take the driver to court.
A real danger is that some take the "Ignore" advice too literally & wind up ignoring court papers & get a judgement against them by default. We have seen quite a few of these here & on PePiPoo. It's far better to hit them hard at POPLA & put an end to the business.
Having said all that as you have ignored them so far then you should keep on doing that as you are far outside the time where it was possible to bring your case to POPLA. Ignore all debt collectors letters. AFAIK Car Parking Partnership have never taken anyone to court in fact it may well be written into their contract with the hospital that they cannot take anyone to court.0
