Conveyancing identity checks ?

My partner is selling her flat at the moment and we are trying to decide which solicitor to go with.
I have narrowed my our choice down to two. One is a solicitors the other is a Licensed Conveyancers.
She has joint ownership of the flat with her ex and he has given consent for her to sell the flat and the value just covers the outstanding Morganne. The only snag is he lives 200miles away now.
Now the solicitor has said he will need to go into a solicitor local to him to verify the anti fraud identity check, the Licensed Conveyancers has said that this can be done through the post/fax by him sending copies of his passport and the other relevant forms of id.
Which one is right ? and why are they saying different things ?

They are both right. Probably the solicitor is reluctant to get involved with receiving and returning passports by post - and I can understand that. You might as well ask the Wizard of Oz to give you a big number as pay a Credit Referencing Agency for a so-called 'credit-score'0

I can see the point, is there any particular reason to choose the solicitor over the Licensed Conveyancer ?

I am not absolutely sure but I understood that money laundering ID checks required the person comcerned to sit in front of the checker with their documents so that the checker could confirm that the face and document belonged to the same person. I do not see how you can do this by fax?
In whch case I would worry about what other corners this licensed conveyancer was going to cut?If you've have not made a mistake, you've made nothing0 -
That's what I was initially led to believe, but then how do the internet based solicitors do this ?0
