There is another difference between a package and separate components and that is the liability of the tour operator for any faults in the services provided. If you slip down the stairs or walk on broken glass around the pool, the Package Travel Regulations allow you to make a claim in the UK against the operator, if you buy the parts separately, you have to sue the hotel in the country concerned. Considering the number of people traveling each year the risk is small but operators take out Public Liability Insurance to protect themselves and their customesrs, it may not cost £200 per person but it is a benefit to consider!
