The Council tax issue seems like a total non issue to me, people add conservatories, loft conversions etc all the time without any impact on council tax banding so don't worry about that.
That is because the CT band can't be increased when an extension has been carried out until after the house is next sold.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
Bought,bought,bought.....Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0

Thank you all for your help.
Back with an update after another viewing today with my father in law. The extention/ sun room is in a bad way and would need to be knocked down the second extention is also in a bad way and would also need to be removed.
For this plus the other immediate work it is too much of a project for us to take on time and financially.
Thank you all for your help everyone here is so helpful and gives such good advice on something that is hard to get your head round. I really appreciate all your help.
