Any work required will be down to the tenant to pay for, with LL's approval first. If you ask LL nicely, they may contribute, but no obligation to do so.
Leave the cubs alone, vixen will likely moved them on anyway, as they tend to keep several dens available in their patch, incase they get disturbed, so you will likely come out one morning and find they have vanished in the night.
RSPCA will not do anything unless they are injured or in danger, which with a "mum" attending them is unlikley.
They will move on and disperse, you won't have a family of 5 foxes living there forever. Once they mature the vixen will drive them away to find their own territories.
They pose very little threat to your neighbour's pigeons - we keep pigeons and have foxes here. Foxes will more likely take the mice and rats that the pigeon's presence will attract!
Take advice on how to block up the suitable holes when they have gone, and let nature take its course for now.0 -

As an update, LL agreed to pay for the work required to secure the garden area from any further potential occupation by foxes and other animals.
Foxes were caught and left in the garden for the vixen to relocate them in her own time. 3rd night since the work and we believe the last cub has just been taken by the vixen0
