Doubt if the new rules would apply to a contract entered into BEFORE the rules took effect. (They might not apply anyway in the case of a finance agreement.)
As for "making it clearer", I think this depends. If it was always clear from the start that the balance could be paid off by CC, then I agree - the 4% should be made just as clear. Else I don't think you are entitled to assume you can pay the balance due under a credit agreement by a credit card - so if you are offered this then it can be on the basis of a surcharge.0 -

Your other points are valid, but surely companies shouldn't be allowed to get away with high surcharges just because they can claim the customer/debtor doesn't have to pay by CC..?0 -
