Paypal Invoice Question- 21 day hold?

Hiya all,
have been sent a Paypal invoice for £2000 for which for me to pay via credit card- this is not for an Ebay item
Is this likely to be held for 21 days like Ebay items? Especially due to the high value of it?
This is coming from someones personal not business account

Is it for goods?
I would be wary paying so much via paypal.
They may hold the money to investigate. They often do that over £5000 -
No it will be listed as payment owed
But I am still wary as do not want it to be held for 21 days
