Property Registry incorrect - who is responsible?

Hello,
I've recently applied to re-mortgage, it has been declined though due to the Property Registry being incorrect. The Property register shows the names of previous occupiers from 1996 (!) who held a shared ownership. It has had at least one other owner before we purchased in 2007 but the Property Register hasn't been amended.
The Land Registry shows the correct information though - our names, leasehold.
My solicitor from purchase doesn't want to help and the bank (Nottingham) we tried to re-mortgage with has turned us down (taking the application fee of £199).
My question is - who is responsible for this £199 fee as I certainly don't think I should be penalised for it?

Not sure I totally understand but do you mean the following?
You own the leasehold title and each leaseholder has a 'share' of the freehold?
And when the leasehold was sold previously the freehold title should also have been transferred?
Note - The registered owners are recorded in the Proprietorship Register

What do you mean by 'Property Register' (as opposed to 'Land Registry')?
The Land Registry holds the (property) Title in a register.......0
