Can all plants be trained to grow upwards?

I think you may mean prevent spreading ? to stop this plant it in a pot then plant that in the ground, if it gets floppy it just needs loose support or a bit taking off the top.0

I think a lot of herbs are sprawlers. You can get rosemary to grow "up" by just leaving it to grow and not using any of it, however it defeats the purpose of having any. When you cut bits off to use the plant starts to get bushy when the regrowth comes back in. I'm not explaining myself very well but most herbs I've grown tend to spread out as much, if not more than they grow up.0
