parking issues and skip, advice needed please

We have a skip arriving tomorrow with a permit for the road.
We have a drive, but no car. We were planning to put the skip in front of our drive along the kerb.
Two cars are parked very tightly to the edge of our kerb (one slightly over our dropped kerb). There is no room to get a skip into the gap.
Both cars have been unmoved for 1-week. The owner of one car is a lodger of a neighbour. We have knocked several times without reply.
We do not know the owner of the other car, although we have made enquiries along the road.
We have left notes on both cars, but no response. There is no where else we can leave the skip.
What steps if any can we take to get at least one car shifted and thereby get full access around our drive?

When you stick the handbrake on I *belive* it only stops the back two wheels from moving....
Can't you get a few good strong men *or woman!! to basicly pick it up on its rear and push it forward?
Not sure if your bothered but my OH says you can legally do this as long as its not more then 8 feet as then its classed as stealing.People don't know what they want until you show them.0 -

thank you.0 -
It is an offence to park across a dropped curb. You might be ablt to persuade the local police, or council parking enforcement dept, to take action.
Whether they would tow away, or just issue a ticket (or do nothing!) I don't know. But basically:
1) move car yourself
2) find owner and get car moved
3) get authorities to move car
4) put skip somewhere else
seems to sum up the options....
edit: sorry:
5) get skip dropped off sideways - would it fit partly into your drive between the cars ie at right angles to the curb?
6) get skip dropped off on top of one of the cars0 -

With all due respect to your OH, he is talking utter rubbish!0 -
Get skip dropped off sideways between the two cars, when the skip lorry has left bounce the skip round so its longways between the two cars.
Fill skip.
When lorry comes to collect skip sympathise with driver over inconsiderate parking, then watch as he drags it round with one chain then loads it on lorry,.
Jobs a good 'un0 -
Can't you get it on the drive? We can get one on our very narrow drive, skip blokes are fab at getting them into all sorts of places and tight spots!0
