Excessive noise from exhaust systems - report to / report how?

After lots of googling I've drawn a blank on:

Who to report this to (seems the local council wont be interested).

Background is a recently moved in (couple of months) 'neighbours' of our quiet Close has a 'rejigged, supped up' Corsa, and enjoys tweaking it at various times of the day and test driving at various times of the night - along with two of his associates who tend to try to out dB him!! The noise really is quite impressive! (And very bl@@dy annoying!!).

I'd like to make an enquiry to the correct group ideally by email (our local Police dont seem to have 'contact us form' - if this is the correct organisation).

Please dont suggest approaching these people directly - I have no wish to be involved with them.

    The police do have some nice 'anti-boyracer' powers. If the council aren't interested (I would try the noise people there too so log times and try to record it if you can) then I would definitely contact the Police.

    There should be a non-emergency number listed for your local station. Google should find it no bother.

    Police can use Section 59 against them if enough people complain, though often they only do this against people they happen to dislike as there is no burden of proof.

    Cheers for the reply - am hoping that its likely that the 'burden of proof' will be sat in their drive when its investigated (and the keys are turned!).

    My point is the police don't need to prove a thing when using Section 59. It is based purely on opinion and two Section 59 orders gets the vehicle seized.

    IMO it's a terrible piece of legislation, but in response to your query it is what will likely be used and will achieve the goal you desire.

    My neighbours hated my car as it was bloody loud. And they told me.

    Perhaps you could ask them to leave the street quietly?

    The OP said that he/she didn't want to confront them over it, and I can sympathise. A call to 101 or Environmental Health would be easier and safer. Even if they do nothing this time, it's recorded as a complaint for the future. Logging times and dates would help.
    If someone is nice to you but rude to the waiter, they are not a nice person.

    Section 59. That's what I was trying to remember - that's the anti boy racer legislation.

    The police might go round and visit the offender and then drop in to the OP for a chat which could make life tricky..........

    They sound like busy-bodies. Yesterday my neighbour, who is elderly, said my car "sounds lovely". It runs on ITBs and next door's garage roof rattles when it idles. Glad I don't have whiny neighbours.

    Then again if these guys are revving their cars and they have those hideous farty aftermarket pipes I can imagine it can get annoying. The OP doesn't want to approach them but personally I'd show a bit of interest in their cars and then ask if they can keep the noise down a bit at certain times. The police option won't work, I can guarantee that.
