Having over £16000 in savings does not make you ineligible for guarantee pension credit.
If you are eligible for guarantee pension credit then you can have £10000 in savings and any amount over this is deducted at the rate of £1 for every £500 (or part of).
However, you would need to check if they were eligible first as state and private pensions are counted as income.
