VOA and PPC right to charge for parking

I've read in a couple of places about checking the parking site on the VOA site to see if the owner has the right to charge for parking. I found the place but what exactly am I looking for? where would that information be?

    Que? Don't understand the question? There's no summary I know of that summarises whether someone has a right to charge because any landowner can choose to charge if they have some land purporting to be a car park...

    It depends whether they have planning permission & are paying business rates for chargeable car park.

    And when you look at the business rates, how do you determine if they are paying the correct rates. Was wondering this myself
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    This is a link to the VOA website/page for Mount Street ( multi story ) car park in Nottingham, it an NCP pay car park

    After a quick look i havent found any retail stores/developments with separate ratable car park areas.
    for example this is ASDA, Hyson Green Nottingham
