The rules are not HA specific. They relate to public sector tenancies.
If OP's friend moves to a council property the HA tenancy counts towards the Right to Buy in the same way as the Right to Acquire if it's another HA property,Opinion, advice and information are different things. Don't be surprised if you receive all 3 in response.0 -

Assuming he's the tenant then I'd say almost, definitely yes.
Not sure how probationary periods of tenancies work if he had this. He'd need to check.Opinion, advice and information are different things. Don't be surprised if you receive all 3 in response.0 -
I would make sure that if he has a secure tenancy where your friend is now, that where he will move to will also be a secure tenancy, because I have a friend that wanted to move from a council house in Cardiff to a Housing Association doing a mutual swap, but the Housing Association would only give an assured tenancy for 5 years. This seems to be happening with a few councils and HA's so I would check.0
