I think it could be Wiggins as according to wikiAt sixteen, he won the one-kilometre (0.62 mi) time trial at the 1996 Junior National Track Championships at Saffron Lane sports centre in Leicester. Selectors invited him to train at weekends at Manchester Velodrome.

I'd go for Kenny as the cyclist as Wiggins lives in Chorley which is nowhere near manchester and wasn't born anywhere near either....all cyclists are linked to manchester via the training centre.
