There's nothing you've said that you wouldn't / couldn't have known when putting in the offer. So I don't think there's much you can do to argue that you want to reduce the offer because of the survey.
You haven't yet exchanged contracts, so you can pull out or put in a revised offer at any time. They can either accept that revised offer, attempt a compromise or walk away.
I think it is a very delicate situation. On the one hand you can probably get away with an offer of £250k if that is what they were expecting.
On the other hand, if you give across the impression that you want to reduce the offer for no good reason, what's to stop you reducing it by another £10k further down the line? And then gazunder another £10k when everyone in the chain is ready to exchange?
It may make them wary of you to the point they may decide to walk away now while they still have a hope of finding someone else to tie in with their purchase.0
