Parking fine whilst applying for permit - advice needed

Hey everyone!
I need some advice and I usually find that this place is the best place to get it.
Recently moved in London and applied for a parking permit online when I arrived (end of Feb). The transaction didn't appear to go through successfully and I received no confirmation e-mail.
I tweeted the council and they got back to me (via Twitter) and said the payment had gone through and that Parking Services would be in touch with me soon.
Meantime, I sent off my proof of address & proof of car ownership.
I had a temporary residents permit which I left in my car. I didn't notice but it expired on 1st April.
On 3rd April, I got a parking fine and my permit still hadn't turned up, and I was never contacted by Parking Services.
Phoned up and customer services weren't helpful at all. I sent an e-mail + complaint 6 days ago and just called and they said they take 10 working days to come back to me and again and again, weren't too helpful (they said they couldn't be blamed for the Post Office's mistake to which I replied "then why should I be?" to which she told me to appeal the fine which she can't deal with).
The issue I have is, 1) I have to pay the fine within 14 days if I want to pay the lower amount and 2) I go on holiday on Sunday for a week.
What would you do? Pay the fine and try and claim it back? Or put in a claim? I have the tweet back from them saying they would get back to me and they never did so I'm thinking is good proof to have.
I realise I should have sent the proof of address/ownership via recorded/signed for mail now, but alas, too late.

If you pay the penalty you accept the liability of it and end of matter. Best thing to do is post your question on https://www.pepipoo.com and see what they say. They are the experts on council tickets and are better able to help you.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
