Wood coming away from the walls

I wondered if anyone could offer any advice?
We moved into our new home a couple of years ago, and have been getting on with the decorating since. It is a 15 year old house, and since we have moved in, we have found it is not of the best build quality.
One of the issues we have is that wherever wood meets the internal walls, the wood is coming away, causing a crack in the join. This is on door frames, skirting boards, and on the stairs(handrail and where the stairs meets the wall).
We were concerned that this was the house moving, but there are no cracks in the walls, it's cracks in where it has been painted (where the wood meets the wall) - hope this makes sense!
We have filled these cracks with decorators caulk, and painted over, but over the winter they have all reappeared!
It looks really unsightly, and we can't afford to keep decorating.
Does anyone have any advice?

My house is a bit older, but similar issues.
I've found flexible filler to be better than caulk for the gaps.
As for redecorating...matchpots are jolly useful if you haven't saved that bottom couple of inches from the original tin.import this0 -
Houses are living things, they do move around a bit. I use flexible filler too - very good, as long as you keep it tidy as you go along.0
