problem with housing !!!!!!/freeholders

could anyone offer me advice to a problem i have with my housing association,
housing association took over my block of flats from the council 5 years ago,we were told that we would be treated excactly the same as the council had treated us,i took up the right to buy and all went well,we were informed that they (houseing !!!!!!) were going to proceed with major works to the block,app cost £10,000 to me which was capped at that amount even though they spent more per flat.
As a leaseholder the only works that really affected me were new upvc double glazed windows, i live on the 3rd floor and was shown a design of window that basically enabled me to clean my windows from inside my flat as they fully turned round when open,all leaseholders agreed to the design prior to the works starting.
when they tried to install the windows in my flat i found that they had changed the design to a windows to a cheaper one, they didnt open to the bottom half, meaning i would have to climb out and clean them 40 ft up, so i refused the windows and said if they didnt fit original ones that was agreed on prior i'd refuse to pay part of the invoice.
the invoice turned up 8 months ago,i pointed out the problem i had, and requested they send me a letter in writing as to why they chaged the design as they were unsafe and unsuitable, they will not send anything in writing and keep trying to fob me off, blameing different deptments with the housing !!!!!! there is also six other leaseholders who enquired about the same problem but we can't get an answer from them.

    This link will help you find advice services in your area,your situation is very complicated and I would say get professional advice asap from them or 'citizens advice bureau' or even a solicitor.


    You have to pay for the repairs, however you may be able to prove that they changed the plans and therefore you are not liable...............it all depends on the wording of your lease and how they worded the proposals etc.

    take advice as soon as you can and if you can do it as a group with the others .......even better
