yes some are earthing points in key area's.
but if you look hard enough in an engine bay, you will see that some are just there and do nothing but ground itself in an area thats a bit of a confusion.
for e.g i can see the earth straps for my engine, i can see the earth strap for chassis electricals, then theres an earth strap under the wheel arch to suspension strut, and also on the rear axel to the fuel tank eventhough the tank is held in by rubber gromets and bolts. then in the boot the ground points for rear electricals.
its worth a look at some of these straps they are braided wires and easily corrode, even just by renewing them and re seating them can help reduce static through a vehicle.
wear a rubber band aswell like those one you can get to support the armed forces that will help reduce static charge.0 -

If I remember correctly, the cause was traced to the Yank practice of setting the catch on the filler nozzle and then getting back into the car while the tank fills up. If the nozzle is the first thing that is touched when the customer gets back out of the car when the tank is full, the static earths through it and starts a fire. One reason the catches are removed on UK pumps.
Yes, and for some time the fires had been blamed incorrectly on mobile phone use. Hence the reason for all of those (completely pointless) signs in filling stations warning against using a phone! Many petrol stations are still plastered in these, despite that particular myth being debunked years ago.0 -
I have the same problem with my Fiesta, i normally just wait for the wife to get out first and remove the static before I get out :-D0

The only time get shocks off my Golf is when I'm wearing my rubber soled shoes.. I'd try changing your shoes aswell as your wardrobe
