Disabled Individual Being Fined

Hello all,
I wondered if anyone knows more about this than I do, and could possibly give some advice.
My mother toke her disabled friend out on Saturday and parked in a council run carpark.
Her friend has a disabled parking badge (which is valid, was used correctly etc.)
But they were fined because they did not park in a space marked for disabled, they used a normal space.
Is that acceptable?
To me it sounds odd as I believed disabled spaces were there for the convieniance of the disabled, not as some form of segregation.
Apparently, other vehicles also displaying disabled badges, but parked in normal spaces were fined also.
As an aside, some form of constructon work was being undertaken at the time that required a number of the marked disabled spaces to be blocked off.
This again seems (to my eye) to make the ticket unjust.
If anyone can shed more light on if she should appeal this, I'll be most grateful.

Yep, I would like to know what rubbish the 'PCN' was issued for (but if it's a private fake PCN, it's a breach of the BPA code of practice to put a fake PCN on a car showing a Blue Badge). CERTAINLY DO NOT PAY IT IF IT'S FROM A PRIVATE COMPANY!!!!!!
IS IT A REAL COUNCIL PCN THOUGH? Definitely appeal it if it is a real Council one, get help from pepipoo forums:

Only use that link to start a new topic there if it's a real PCN from the Council. Please tell us who issued it and what contravention?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You need to sit down with mother and the ticket in the same room and come back.
Start by posting what the ticket says, read it carefully .
Parking Charge Notice = fake ticket
Penalty Charge Notice = council ticket in 99%
Once we have this, the information can be given correctly.
Assume nothing about councils owning anything.Be happy...;)0 -
Some council run carparks only give blue badge holders permission to park in disabled bays only, thers one near me in bolton next to the market that dose that, they make lots of cash from unsusspecting suckers :mad:PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:0
