can i ask for a move council house

i live in a council house in the Mansfield district, I have lived here 9 years with no trouble. I am up to date on my rent and council tax but I have a big problem now. My neighbours have dumped food rubbish on their garden and tried to burn some of it and they also have a dog, I think this has attracted rats and they have come through to my house. I had a problem with rats with a previous neighbour and I didn't have to pay for the pest control at that time and he said they were not getting in through and holes or my drains but couldn't check next door. So these new people moved in and it was OK but then they started to throw rubbish and leave dog mess on their garden.
Do I have the rights to ask for my housing officer to move me? I really hate being in my own house, I'm not eating or sleeping and I cried in the bathroom the other day for no reason. I also have a 5year old and I'm terrified he gets sick. I've put my own traps down under the floor boards and have caught 4 so far.
Any help will be great in this matter

I'm not sure it's grounds to be moved, however you don't know until you ask, I would however immediately report the problem to the council regarding the neighbour so the problem is logged and something can start to be done about it. Best of luck0

You need to report it to your housing office, and to environmental health.
However, it's highly unlikely that they will move you.Eat vegetables and fear no creditors, rather than eat duck and hide.0 -
No it wouldn't be grounds to move. Depends on your local authority but most have a choice based letting a system so to apply for a move you'd need to apply to the authority and they will allocate you a band, points etc. if you have an assured tenancy and no major health issues you are likely to be very low priority.
Most housing association's do have their own transfer lists however in the basis of what you've said you have experienced again you would be low priority.
Just to clarify I am a housing officer and have previously been a housing manager. We would usually allocate priority to those with severe medical issues affected by where they are living, those suffering from domestic abuse, hate related crimes etc and those suffering from severe anti social behaviour from neighbours.
In your situation I would advise you to contact Environmental health if there is food waste in the garden attracting vermin. Your housing officer can address the issues if they are also the landlord for your neighbour. Dog excrement would also be covered by Environmntl health. Usually they will work together with your housing officer. At least that's how it works on my patch!0 -
Environmental Health is your first port of call. You are going to be low down on a transfer list so it may be worth looking for a mutual exchange. However, they will most likely be put off by the rats and rubbish too!0

You can put in for a transfer or mutual swap. I don't think they'll move you due to horrible neighbours but I'd report them asap!0
