HL and Cavendish s&s ISA

I have s&s isas with HL and Cavendish. Both from previous years.

- Can I sell & buy (using the money from the selling of a fund) from both accounts? Sell something from HL and buy in HL and same for Cavendish.
- But, I can only add money to one account, i.e. either HL or Cavendish for this year!
- I can (if I wanted to but I don't see any reason for it) open a 2013/2014 s&s isa with a 3rd party, e.g. TD Waterhouse!
